HEIC to PNG vs HEIC to JPG
PNG is lossless. The pixel data coming out of the HEIC decoder is written into the PNG file exactly as-is. JPG would re-compress and lose some detail (usually invisible, but real).
Pick PNG if you'll edit the photo in Photoshop, crop and re-save multiple times, or you want exact pixel fidelity.
Pick JPG if you just want to share the photo or send it somewhere that doesn't accept HEIC. JPG files are typically 5–10x smaller than PNG.
Why PNG files are bigger
PNG keeps every pixel exactly. A 12 MP iPhone photo lands around 8–25 MB as PNG vs 2–5 MB as JPG. That's the trade.
